Thick gray clouds of smoke have engulfed the city, and air quality readings have soared up to a peak of 9-hundred-99 micrograms per cubic meter, the highest level that the instruments can measure. One of the health officials said that the level is similar to smoking 50 cigarettes a day. The readings measure the concentration of fine particulate matter, or PM 2.5, which is considered particularly harmful because the particles are small enough to lodge deep into the lungs and pass into other parts of the body, causing serious health risks. New Delhi is considered one of the worst cities in the world for air pollution due to factors such as vehicle emissions and dust from construction sites. But experts also pointed out that air quality often nosedives around this time of year,... as smoke from fireworks set off during Diwali festivals and from crop burnings remains in the air as there's hardly any wind. Last November, about a million children were forced to stay home from school as India's capital struggled with its worst pollution for nearly 20 years. On Wednesday, the New Delhi government again took the step of closing of more than six-thousand schools until Sunday. The Indian authorities have provided the public with air quality updates since 2014, but have so far not implemented strong measures to tackle the problem, such as temporarily banning cars according to the severity of the air pollution. Authorities are floating the idea of introducing an 'odd-even program', which cars with odd or even numbered license plates can use roads on alternating days. Won Jung-hwan, Arirang News. Delhi, officially the National Capital Territory of Delhi (NCT) that includes the Indian capital; is the second largest metropolis of India after Mumbai. With the population of 16.7 million in 2011, the city is the 2nd most populous metropolis in India and 8th most populous metropolis in the world. The NCT and its urban region has been given the special status of National Capital Region (NCR) under the Indian constitution's 69th amendment act of 1991. There are nearly 22.2 million residents in the greater NCR urban area, which includes the neighboring cities of Baghpat, Gurgaon, Sonepat, Faridabad, Ghaziabad, Noida and Greater Noida along with other smaller nearby towns. Delhi is known to have been continuously inhabited since 6th century BC. Through most period of its history, Delhi has served as a capital of kingdoms and empires. It has been invaded, ransacked and rebuilt several times, particularly during the Medieval era, and therefore today's city of Delhi is a cluster of many capital cities scattered across the city's dimensions. Delhi is also widely believed to have been the site of Indraprastha (the legendary capital of the Pandavas during the times of the Mahabharata). Delhi re-emerged as a major political, cultural and commercial city along the trade routes between northwest India and the Gangetic plain after the rise of the Delhi sultanates. It houses many ancient and medieval monuments, archaeological sites and remains. In 1639 AD, the Mughal emperor Shahjahan built a new walled city in Delhi which served as a capital of the Mughal Empire from 1649 until 1857. The British had captured Delhi by 1803 and George V announced in 1911 that the capital of British controlled parts of India would be Delhi. So a new capital city, New Delhi, was built to the south of the old city during the 1920s. When India gained independence from British rule in 1947, New Delhi was declared its capital and seat of government. The name Delhi is often also used to include urban areas near the NCT, as well as to refer to New Delhi, the capital of India, which lies within the metropolis. Although technically a federally administered union territory, the political administration of the NCT of Delhi today more closely resembles that of a state of India with its own legislature, high court and an executive council of ministers headed by a Chief Minister. In 1909 the waters of the Yamuna were distinguishable as "clear blue", as compared to the silt-laden yellow of the Ganges. However, due to high density population growth and rapid industrialization today Yamuna is one of the most polluted rivers in the world, especially around New Delhi, the capital of India, which dumps about 58% of its waste into the river. New Delhi generates 1,900 million litre per day (MLD) of sewage. Though numerous attempts have been made to process it, the efforts have proven to be futile. Although the government of India has spent nearly $500 million to clean up the river, the Yamuna continues to be polluted with garbage while most sewage treatment facilities are underfunded or malfunctioning. In addition, the water in this river remains stagnant for almost nine months in a year, aggravating the situation. Delhi alone contributes around 3,296 MLD of sewage in the river. The government of India over the next five years has prepared plans to rebuild and repair the sewage system and the drains that empty into the river. To address river pollution, certain measures of river cleaning have been taken by the Government's Ministry of Environment and Forests in twelve towns of Haryana, eight towns of Uttar Pradesh, and Delhi, under the Yamuna Action Plan (YAP) which has been implemented since 1993 by the National River Conservation Directorate (NRCD) of the Ministry of Environment and Forests. The Japan Bank for International Cooperation is participating in the Yamuna Action Plan in 15 of the above 21 towns (excluding 6 towns of Haryana included later on the direction of Supreme Court of India) with soft loan assistance of 17.773 billion Japanese Yen (equivalent to about Rs. 700 crore INR) while the Government of India is providing the funds for the remaining 6 towns added later. In 2007 the Indian government's plans to repair sewage lines were predicted to improve the water quality of the river 90% by the year 2010. The Yamuna is the largest tributary river of the Ganges (Ganga) in northern India. Originating from the Yamunotri Glacier at a height of 6,387 metres on the south western slopes of Banderpooch peaks in the uppermost region of the Lower Himalayas in Uttarakhand, it travels a total length of 1,376 kilometers (855 mi) and has a drainage system of 366,223 square kilometres (141,399 sq mi), 40.2% of the entire Ganges Basin, before merging with the Ganges at Triveni Sangam, Allahabad, the site for the Kumbha Mela every twelve years. It crosses several states, Uttarakhand, Haryana and Uttar Pradesh, passing by Himachal Pradesh and later Delhi, and meets several of its tributaries on the way, including Tons, its largest and longest tributary in Uttarakhand, Chambal, which has its own large basin, followed by Sindh, the Betwa, and Ken. Most importantly it creates the highly fertile alluvial, Yamuna-Ganges Doab region between itself and the Ganges in the Indo-Gangetic plain. Nearly 57 million people depend on the Yamuna waters. With an annual flow of about 10,000 cubic billion metres (cbm) and usage of 4,400 cbm (of which irrigation constitutes 96 per cent), the river accounts for more than 70 per cent of Delhi's water supplies. Just like the Ganges, the Yamuna too is highly venerated in Hinduism and worshipped as goddess Yamuna, throughout its course. In Hindu mythology, she is the daughter of Sun God, Surya, and sister of Yama, the God of Death, hence also known as Yami and according to popular legends, bathing in its sacred waters frees one from the torments of death. It has been invaded, ransacked and rebuilt several times, particularly during the medieval era, and therefore the modern city of Delhi is a cluster of many cities scattered across the metropolitan region. Delhi is also believed to have been the site of Indraprastha, the legendary capital of the Pandavas during the times of the Mahabharata. Delhi re-emerged as a major political, cultural and commercial city along the trade routes between northwest India and the Gangetic plain after the rise of the Delhi sultanates. It houses many ancient and medieval monuments, archaeological sites and remains. In 1639 AD, the Mughal emperor Shahjahan built a new walled city in Delhi which served as the capital of the Mughal Empire from 1649 until the Rebellion of 1857. The British had captured Delhi by 1803 and George V announced in 1911 that the capital of British-controlled parts of India would be Delhi. A new capital city, New Delhi, was built to the south of the old city during the 1920s. When India gained independence from British rule in 1947, New Delhi was declared its capital and seat of government. The name Delhi is often also used to include urban areas near the NCT, and to refer to New Delhi, which lies within the metropolis. Although technically a federally administered union territory, the political administration of the NCT of Delhi today more closely resembles that of a state of India with its own legislature, high court and an executive council of ministers headed by a Chief Minister. New Delhi is jointly administered by the federal Government of India and the local Government of Delhi, and is the capital of the NCT of Delhi.
